They always are. FT-0 propagation is independent of the ionosphere, the sun, and the time of day. The dashboard below updates constantly and never changes, because there is nothing to change.
In FT-0, "dead" is the optimal state — a dead band carries silence with zero loss. All bands are therefore open.
